Levels depend on your points. Higher the points more the levels. See below the different levels:

Level 2: 1,000 - 2,499 points
Level 3: 2,500 - 4,999 points

Milestones are key goals that you have to reach to increase your chances of success in the April Code Challenge. Remember, the greater the number of milestones you complete the greater will be the chances of you winning one of the five hundred mega rewards in the Challenge.
